Somewhere inside the Danger Zone, Jin stands off against Tachikawa and Kazama where not only Jin deflects Tachikawa and Kazama's attacks, but he also dodges the shots fired by the snipers. Narasaka says they cannot avoid the fact that Jin will dodge their shots and asks Tōma to join their offensive. However, Tōma replies that his pride as a sniper won't allow him to shoot at a target he knows he cannot hit, and he decides to go meet up with Miwa. As Tōma leaves the scene, Kikuchihara notices that Jin has continually retreated from his attackers, and Kazama remarks on how Jin has manipulated them into position, which Tachikawa again wonders what he is up to.
At Tamakoma Branch, Yūma asks Usami about the Trigger Osamu used previously. Usami explains that it is a defensive and the heaviest Trigger which is perfect for strong people such as Reiji. She then says that the No. 1 attacker at Border, Tachikawa, uses Kogetsu, and is considered Jin's rival. When asked who is stronger between the two, Usami guesses probably Tachikawa is stronger. She adds that a few years ago, Tachikawa and Jin would rank first and second in battles, respectively. Because of Tachikawa's proficiency with Kogetsu, Jin worked with engineers to create Scorpion. As a result, their fights were equally matched until Jin received Fūjin. She further explains that although Black Triggers can typically only be used by a compatible person, there were 20 people compatible with Fūjin, although Jin defeated the other rivals and won the Trigger. Tachikawa wasn't able to fight for the Black Trigger, because the Trigger didn't pick him.
Meanwhile, Tachikawa notices that Jin is being passive, unlike the latter's former days. Kikuchihara then remarks that Jin is stalling them in order to buy some time for Yūma to escape. However, Kazama dismiss this and says that Jin wants them to withdraw by depleting their Trion. Kikuchihara suggests that they should head to Tamakoma instead to which Kazama agrees. At this, Jin unleashes his Fūjin and decapitates Kikuchihara, forcing him to bail out. As Jin faces Tachikawa, Kazama, and Utagawa, he says it's time for Plan B.
Somewhere inside the Danger Zone, Kodera seems a bit spooked by Jin's sudden attack on Kikuchihara which forces him to bail out. Narasaka tells him to calm down, saying Jin's action is an obvious one during a fight. Meanwhile, Kitora provokes Yoneya on the fact that he just lost a comrade.
Jin remarks that he has no other choice but to retaliate. As Kazama tells Utagawa to prepare for stealth combat, Jin unleash another wave of Fūjin's blades towards them and manage to land an incredible hit on Utagawa. He and Kazama then activate their stealth mode and disappear. While Jin continues to fight Tachikawa, Kazama explains to Utagawa that Fūjin can attack anywhere he sees. The ribbons of light emitted by Fūjin indicate the number of slashes he has left before he has to reload. Kazama orders the snipers to provide Tachikawa with support, who pressures Jin by remaining close and preventing Jin from using Fūjin's ability.
After a few bouts, Tachikawa appears to corner Jin in a small garage, but Jin manages to send send slashes through the walls and ceilings to hit Tachikawa multiple times. Kazama and Utagawa attack, and Jin cuts Utagawa in half with Fūjin's final slash. Kazama manages to injure Jin with a Scorpion that extends from his foot and up from underground. Thinking they have caught Jin, Tachikawa moves to attack. However, Jin hid one last slash in the garage wall in advance and uses it to slash Kazama. Jin then mocks them by saying that Fūjin and his Side Effect work too well together.
Tsukimi informs Miwa that Utagawa has bailed out and Tachikawa is badly injured. This frustrates Miwa and Izumi, but excites Arashiyama and Tokieda.
At Tamakoma, Usami continues her explanation of Border Triggers to Osamu and Yūma. She introduces Triggers for Gunner; Asteroid, Meteor, Viper, and Hound. Meanwhile, Miwa hits Arashiyama with Lead Bullets, and the two face off. As Izumi fires, Arashiyama teleports in behind him and fires in a synchronized attack with Tokieda. Thanks to Miwa's warning, Izumi barely manages to avoid getting hit in the head or heart.
Elsewhere, Kitora fights with Yoneya inside a building, moving from room to room which forces Yoneya to shorten his spear. As they enter another room, Kitora stops and Yoneya move for an attack. However, his arm is caught by Spider, and Kitora runs him through the heart. Before his Trion runs out, Yoneya throws himself and Kitora out of the building, where Izumi is waiting to shoot. However, Tokieda moves in the way to shield Kitora, but is shot in the head by Tōma. Tokieda then pulls Kitora away before Tōma fires another shot at her and lands a hit at Kitora's left leg intead. After their Trion run out, both Mitsuru and Yoneya bail out. Kitora apologizes to Arashiyama for not being thorough enough.
As they fight off Miwa and Izumi, Arashiyama and Kitora enter a narrow alleyway. While both sides struggle to know what action to take, Arashiyama radios in to Satori, whom is still alive by being quiet. Annoyed with him, Kitora tells Satori to do his job seriously. The latter replies that it's impossible as there's no clear sight in the area. Arashiyama orders Satori to increase the radar accuracy in order to know Miwa's movements. With the help of the radar, they notice that Miwa and Izumi are heading towards Jin, but couldn't detect the location of Tōma, whom is using Bagworm. Kitora tells Arashiyama that it's a trap. Arashiyama contacts Ayatsuji and asks for sniping points nearby.
Tōma informs the others that the enemy are on the move. But, Izumi notes that only Arashiyama is heading their way, which he concludes that Kitora is probably using a Bagworm in order to take them by surprise when they attack Arashiyama. Miwa adds that they need to watch out for Satori, whom hasn't bail out.
As he is jumping along the building tops, Izumi finds Arashiyama and fires Meteor down upon him. Although he is taking a beating from Izumi and Miwa, Arashiyama manages to block their attacks with Shield. Miwa, whom is wondering about Kitora's whereabouts, confronts Arashiyama about his team using him as a decoy and shoots him with more Lead Bullets. Izumi and Miwa then shoot Arashiyama with Meteor, but before they could land a hit, Arashiyama teleports behind them. However, Tōma, whom has foreseen this, aims Arashiyama directly into his sights but unable to shoot as Kitora slices him in the head instead, causing him to bail out.
Arashiyama remarks that their strategy works, which angered Miwa and points his gun at him. Seeing this as an opening, Satori shoot both Miwa and Izumi's arm off with his twin-sniping skill. Determined to end the fight, Miwa unsheathes his Kogetsu, but stops when Kazama and Tachikawa bail out. Tsukimi then informs him that their plan has failed.
In his fight with Kazama and Tachikawa, Jin manages to defeat them by damaging their Trion supply. Kneeling on the ground, Kazama praise Jin on how the latter was prepared from the beginning. Jin replies by calling himself a hawk who hides his claws. Tachikawa vows to take the Black Tigger from Jin on the next enrollment day, since he now understand Fūjin's abilities. Jin says that won't be possible and deals a final blow, forcing Tachikawa and Kazama to bail out.
Elsewhere, Miwa is informed that their mission has failed and the other snipers are withdrawing. Izumi is annoyed that they were beaten by the fifth ranked team, which in turn annoys Kitora. Miwa warns Arashiyama that they will regret helping a Neighbor one day, stating that Jin doesn't understand what it is like for those who lose loved ones because of the Neighbors. Arashiyama corrects him, saying that Jin's mother was killed in a Neighbor attack and his mentor also died five years ago.
At HQ, Kinuta demands to know why Shinoda would betray Border. Shinoda says that he doesn't support stealing the Black Trigger, especially since it belongs to Yūgo's son. Shinoda then declares that if they still intend to send someone to Tamakoma again, the Kido faction will have to fight him personally. Karasawa considers that since Shinoda actually taught Tachikawa how to fight and is the strongest person with a normal Trigger in Border, they should try to reconcile rather than continue fighting. However, Kido responds by saying the next assassin they send will be Amō. This shocks and is cautioned against by everyone. Kido says that they have no choice if Shinoda decides to join Jin.
Just at that moment, Jin happily enters the room and interrupts their meeting. Kido asks if Jin came to declare war, but Jin says he came to negotiate. Karasawa states that since he just beat their top teams and joined with Shinoda, it is a perfect time for him to negotiate. Jin says he only wants Yūma's enrollment to be accepted by HQ and in return, he offers Fūjin to them. Kido says that since Jin fought against Tachikawa and the others, he can simply take Fūjin from Jin. Jin replies that if Kido does so, he has to confiscates Tachikawa and the others' Trigger as well. When asked by Jin on what will he do, Kido just stares at him without a word.
Afterwards, Jin meets with Tachikawa and Kazama, who are waiting in the hallway, and offers them some Bonchiage.
At HQ, Tachikawa asks Jin why did he hand over Fūjin despite that he won the fight and demands Jin to get it back. Kazama says that Jin wouldn't have to fight them if he have done so earlier. Jin says that, given its value, it wouldn't be enough to hand over Fūjin and he only managed to do it due to Tachikawa and Kazama. This, irritates Kazama as he feels that he's been used by Jin in order to raise Fūjin's value. Tachikawa then asks on Jin's plan for having a Neighbor enlist in Border, even going as far as handing over his Black Trigger. However, Jin dodges this by saying that he didn't tell Kido about this either.
(Flashback)
Kido questioned Jin's reasons for a seemingly unbalanced trade in their favor, but Jin simply replied that he didn't want Border interfering with Yūma's battles. He added that, according to his Side Effect, they would someday be helpful toward Kido's goal.
(Flashback ends)
Jin says to Tachikawa and Kazama that he wants Yūma to have fun, because fighting with Tachikawa and the others was the most fun he had. Hearing that Yūma is such a skilled fighter, Tachikawa says he is now interested in meeting him. Kazama wonders about Jin letting go of a keepsake from his mentor, but Jin said that he wouldn't be angry. Finally, Jin says that he will join the ranking tournaments since he is no longer S-Rank which excites Tachikawa.
Jin returns to Tamakoma and asks Yūma if he has gotten used to Border's Triggers yet. Yūma replies that Usami has taught him a lot of things and plans to surpass Konami. Jin then inquires about Osamu's training with Karasuma and when Usami says that he's keeping Karasuma busy, Jin says it should be fine, since Karasuma is good at teaching. After eating all the snacks, Jin retires to his room and flop down on his bed. As Jin stares up at the ceiling, he remembers Kazama's words about Fūjin being Mogami's memento. He closes his eyes and says it will be alright, since the future started moving forward.
Days later, Yūma informs Konami that he'll be using Scorpion as his Trigger. Meanwhile, Osamu decides to be a Gunner which surprises Karasuma as Gunners use a lot more Trion than others. In the training room, Reiji praises Chika's practice and obedience. As days passed, they finally reach Border Member Official Enlistment Day.
